ELDERS
ELDERS is an efficient, online eligibility determination system that will be used primarily by our Home and Community Based Services Unit and the ADvantage Administration Unit for members served by the ADvantage Program. Assisted Living Services
We are very excited about the implementation of ADvantage Assisted Living services in Oklahoma County and the surrounding areas. To date, there are three Assisted Living Centers, including the Village at Oakwood that are in the process of becoming Certified ADvantage Assisted Living providers. We anticipate that these Centers will be ready to accept ADvantage members soon.

Expanded Role of the Consumer Directed Agent (CDA) and updates regarding the transition to the new fiscal agent, PPL.
The Oklahoma Department of Human Services (OKDHS) understands the vital role of the Case Manager/CDA in the success of the CD-PASS service option. We want to thank all of the Case Managers who participated in the CD-PASS Fiscal Agent Training and the interactive participation throughout the training sessions.
During the fiscal agent training with PPL, there were many questions that were asked from the participants. OKDHS would like to take this opportunity to answer those questions.

Sending Service Plan Documents to the AAU
We are receiving a very large volume of duplicate non-priority service plan documentation via fax. Consequently, service plan authorization employees are spending a good portion of their work time sorting through faxes to decipher duplicates, non-priority originals and valid priority requests. This type of sorting takes away from time spent authorizing services.
In an effort to improve our ability to sort and process service plan documentation in a timely manner we are again requesting your immediate cooperation with the following submission procedures.

Consumer Directed Training with our New Fiscal Agent, PPL
OKDHS has contracted with a new Fiscal Reporting Agent, Public Partnerships (PPL), to service the ADvantage CD-PASS service option. On SEPTEMBER 2, 2009 and September 3, 2009, PPL will be in Tulsa to meet Case Management service providers and provide training to help you learn the details of the new fiscal agent’s procedures.

Implementation of Assisted Living Services
The purpose of this update is to ensure that all parties are consistent in their expectations regarding the development and implementation of the assisted living services option of the ADvantage Program. The Oklahoma Department of Human Services is excited to move forward in the growth of our state’s Medicaid long-term care delivery system, but the complexities of this system require that the implementation of assisted living services be initiated in a way that does not adversely impact the health and safety of ADvantage Program members or potential members.

Transitioning of Members from ADvantage to State Plan Personal Care
Aging Services Division has established a new protocol for the transitioning of members from ADvantage services to State Plan Personal Care services in order to eliminate as many billing issues as possible. In working with Family Support Services Division, it has been determined the authorization lines for each of these services cannot overlap in the same manor as the transition from SPPC to ADvantage. The OKDHS nursing staff will make every effort to provide adequate notification to your agency based on the negative action deadline dates used by the Social Workers.

Fair Hearing Process - Follow Up
Per the AAU Update sent on March 24, 2009 the Service Plan (ADv6e) and the Service Plan Addendum (ADv6e1) were revised to include: 1) information to the member &/or member representative of appeals rights and 2) a section for the Case Manager to document the date the Notice of Change of ADvantage Program Services was given and explained to the member. In addition, it was requested that the forms, available at http://advantage.ok.gov
should be used effective immediately. Effective May 1st, 2009 discontinued versions of the Adv6e and Adv6e1 will not be accepted by the Service Plan Authorization Unit regardless of whether or not the member is filing an appeal.

Spouse or Legal Guardian to Serve as Paid Caregiver
Only under certain limited circumstances and conditions do federal regulations, mandated by the Centers for Medicare and Medicaid Services (CMS) permit a Spouse or Legal Guardian to serve as paid caregiver. Consequently, the Oklahoma Administrative Code strictly adheres to the CMS regulations. Regulations require that the utilization of a Spouse or Legal Guardian as the paid caregiver be demonstrated to be the only remaining option after all other attempts to meet care needs have proven to be either unsuccessful or infeasible.

Fair Hearing Process
Oklahoma Department of Human Services (OKDHS) and the ADvantage Program provides an opportunity to request a Fair Hearing to individuals who are not given the choice of home and community-based services as an alternative when eligible for nursing home care, are denied services of their choice or the provider of their choice or, whose services are denied, suspended, reduced or terminated.

UCAT I and UCAT III
As announced at the two regional Level of Care training meetings, we are now using the UCAT I (instead of the old fax referral form) as the referral form for ADvantage and State Plan Personal Care. We expect this change will speed up initiation of services for applicants. The form is intended for use by health care and social service agencies with consent and input from the applicant. At this time it is not intended for applicants to complete and submit independently.

Submission of Service Plan Documents
With over 20,000 members using ADvantage program services, we receive a high volume of documents on a daily basis via mail, hand-delivery and various fax numbers. Please assist us with processing by using the correct fax number when sending items to us. Misrouted faxes may cause delays in processing which may impact negatively on both members and the Case Management agency. Listed below are fax numbers for each department.

Service Plan Review
All ADvantage Case Management and Home Care Provider agencies received a letter via email from Lance Robertson on February 12th. The letter described the OKDHS Aging Services Division commitment to reviewing service plans per the guidelines defined in the ADvantage waiver language. As a follow up to the letter we would like to provide additional information that may assist your agency with having service plans authorized in a timely manner.
